[Mod] Borderlands 3: Game and Moze Adjustments

This project focuses on removing anoints from the Game, and subsequently balances to make up for the Power loss. Moze gets some added attention since she and her Action Skill already suffered from not being particularly Strong.

Anointments Removal 

The removal of anointments was my first priority, as they warp the entire game around themselves, making the Guns themselves almost irrelevant, as long as they have the right "O.P." anointment. As such, they have been completely disabled, and some rebalancing has been done to account for the power vacuum caused.

The Non-Anointed weapon stats, (Damage, Accuracy, Handling, Reload Time, Fire Rate, Mag Size and Prefix Bonuses) are identical to the anointed ones, they only lack the "Special Effect" anoints provide. As shown below.

This has been done by having the "Anointed Part" not be able to spawn on the Gun, whilst also keeping the Mayhem scaling part, to keep stats identical.

Note: All Changes listed here and below should apply to all Language versions of the Game, although only English and Italian have been tested so far.

Overall Game Adjustments

1. Enemy Health and Damage Changes

The removal of anointments significantly increases Time To Kill (TTK) as they provided quite a boost in power to all weapons, as such enemies have been adjusted to both have less Health and deal less Damage to give players time to fight back. This is specifically applied to Badass, Mini-Boss and Boss Enemies, as they all had absurd Health scalings, and to a lesser extent to Normal Enemies, which in some cases actually got an Health boost instead. The Damage from enemies has been uniformly reduced across the whole game. 

These changes apply to both Normal and True Vault Hunter Mode. 

2. Miscellaneous Changes

2.1 The game now scales with player level at all times, instead of being limited to all Mayhem Modifiers or TVHM 

2.2 Loot Pool is now shared across the whole game, instead of being DLC Locked. This is to open up builds and gear in the base game as well, without forcing the players to play through DLCs to get their desired loot                  

2.3 Drop have been increased in Non-Mayhem modes overall, to grant players more loot and the possibility to vary their build more often as the play                                                                                                                                                                          

2.4 A lot of Minor tweaks to NPCs, Chests and small gameplay elements


Most of the Adjustments have been done by creating Hotfixes and Hotfixing the game itself, as shown below. Anything that couldn't be hotfixed has been modified using the Unreal Engine Asset Editor, or Unreal Directly.

Character Adjustment: Moze

Moze is one of the most negatively affected by the Anointments removal, and with her Action Skill already not being...great, she really needed some help.

She has gotten many buffs: 

1. Her Skills now more broadly applying to her Action Skill and having higher Bonuses per point on the weaker ones, including some higher Mayhem scalings. 

2. A general Adjustments in making her work better with CoV weapons, via adding "Reduced Heat per Shot" to some of her Skills. Similarly, she got a "Reduced Burst Fire" delay, to make her better with Dhal weapons.

3. Also Modified ability descriptions to better and more clearly explain what they do

Action Skill: Iron Bear & Iron Cub

Iron bear already suffered from being on the weak side, and these changes only further emphasized the issue, as such, just like Moze herself, it got some nice buffs

1. Increased both Iron Cub and Iron Bear base Health.

2. Removed Passive fuel consumption. Iron Bear will now only use fuel when actively Shooting, this applies to Iron Cub as well

3. Decreased Fuel usage per Shot, this also applies to Iron Cub. This should hopefully make up for the longer time needed to Kill enemies, alongside them now not consuming fuel passively.
