Pre-Production:
With any project, I start with a tonne of research on my location. I separated my reference into props, color palette, target graphics and lighting. The main software I use for this is always PureRef.

Blocking/Layout
After accumulating my reference material, I moved on to blocking the various assets (in Maya) and then doing a raw layout in Unreal.
Texturing
I used Substance 3D Painter for this. I decided the texture size depending on the asset size and visibility in the scene. Most of the assets here were 2k to 4k.
First render with basic textures without details
